Towards Corrections
​THE TRINIDAD AND TOBAGO PRISON SERVICE IS AN ARM OF THE CRIMINAL JUSTICE SYSTEM AND A DIVISION OF THE MINISTRY OF NATIONAL SECURITY. IT CURRENTLY HAS IN ITS EMPLOY JUST OVER THREE THOUSAND OFFICERS AND CIVILIAN WORKERS, WHO PERFORM A RANGE OF TASKS RELATED TO THE FULFILLMENT OF ITS MANDATE OF HOLDING AND TREATING OF INCARCERATED PERSONS. THE PRISON SERVICE IS A UNIQUE ENTITY, IN THAT IT IS NEITHER FULLY MILITARY, NOR CIVILIAN IN ITS OPERATIONS AS IT STRADDLES BOTH SPHERES IN THE COURSE OF ITS OPERATIONS.

Mr. Carlos Corraspe is recognized as an individual with a deep sense of spirituality, humility, and respect for family values. He has had a distinguished career spanning thirty-six years of dedicated service to the Trinidad and Tobago Prison Service through both personal and professional development. Appointed to act in the capacity of Commissioner of Prisons with effect from June 06, 2024, Mr. Corraspe’s tenure will be marked by commitment to security, rehabilitation, and administrative re-alignment, establishing him as an exemplary leader of organization.

Mr. Corraspe holds a B.Sc. in Sociology/Economics, Upper Second Class Honours from the University of the West Indies, an LLB (Hons.) from the University of London, and a Legal Education Certificate from the Hugh Wooding Law School. He is an Attorney-at-Law and his qualifications are complemented by certifications in Strategic Management, Project Management, Critical Thinking, and Financial Management. An ISO Lead Certified Auditor in Quality Control, he has participated in local, regional and international training programs, which have broadened his perspective and enhanced his skills in various competencies.

In addition to his roles within the Prison Service, Mr. Corraspe is an adjunct lecturer in Criminology and Public Safety at the University of Trinidad and Tobago (UTT) and the Department of Criminal Justice at COSTAATT. He is a member of the Law Association of Trinidad and Tobago and serves on the Board of Directors for Vision on Mission. His involvement in these organizations reflects his commitment to education, legal practice, and community service.
